Add "Local Community"

Dear all, I've added "Local Community" in this page. It is for quick entrance of different local communities. I just list German & Chinese yet. Spanish, Italy ... will be added by other people.
If this part is completed, following entries will be able to be remove from "Reading List Of ADempiere"
